Shaping Africa's Digital Century
Headquartered in Abuja and active in 17 African nations, HTC Africa is the continent's leading institution advancing artificial intelligence governance, digital policy, technology talent, and innovation systems.
From Abuja to the world — building the institutional architecture for Africa’s digital century.
A continental institution built for the digital age — with global reach.
HTC Africa is a non-profit institution headquartered in Abuja, Nigeria, with a pan-African mandate and global engagement. We exist to accelerate the responsible development of technology across Africa — through rigorous research, policy advisory, talent development, and the institutional architecture that makes continental ambition operational.
We convene heads of state, ministers, university leaders, founders, civil society, and international partners around a single proposition: that Africa's technology future will be built by Africans, in partnership with the world — and that the institutions doing this work must meet the standards of the best of them, anywhere.
What We Stand For
African Sovereignty
Technology systems designed, governed, and operated by Africans — without ceding strategic capacity to anyone.
Intellectual Rigour
Research that meets the standards of the world's most respected institutions. No advocacy without evidence.
Practical Impact
Programmes that produce measurable outcomes — trained talent, adopted policy, scaled ventures — not white papers alone.
Global Engagement
Partnering with the best institutions globally on terms that advance Africa's interests and the world's.
Measurable change, across the continent
Five years of patient institution-building. The metrics speak for themselves — but the substance is the work behind them.

Africa will not be a passive consumer of artificial intelligence — we will be its architects, its governors, and its most thoughtful critics.
Where we focus, and why
Our mandate is broad but our focus is disciplined — six interconnected pillars that address the full architecture of Africa's digital transformation.
AI, Governance & Digital Policy
Shaping the continental architecture for responsible artificial intelligence — from regulatory design and ethical principles to the institutional capacity that turns policy into practice.

Innovation & Ecosystem Development
Connecting Africa's founders, investors, institutions, and governments into a continental innovation system designed to scale solutions across borders.
Cybersecurity & Digital Resilience
Fortifying Africa's digital infrastructure through applied research, sovereign capacity building, and the institutional frameworks that make continental cyber defence credible.
Research & Emerging Technologies
Producing rigorous, citation-grade research at the frontier of AI, quantum, blockchain, and IoT — interpreted through the lens of African development and global responsibility.
Digital Inclusion & Connectivity
Advancing universal access to digital infrastructure, services, and opportunities — ensuring Africa's technology transformation leaves no one behind.
