Ham Technological Centre officially unveils the REST-AI Framework, a continental blueprint for responsible, ethical, and scalable AI governance across Africa.
Ham Technological Centre (HTC) Africa today officially unveiled the REST-AI Governance Framework — a landmark continental blueprint designed to guide African nations in the responsible, ethical, and scalable adoption of artificial intelligence.
The Framework, developed through eighteen months of multi-stakeholder consultation spanning government ministries, civil society organisations, technology companies, and academic institutions across 17 African nations, provides a comprehensive governance architecture that addresses the unique opportunities and challenges of AI on the African continent.
Key Pillars of the Framework
The REST-AI Framework rests on five foundational pillars: Regulatory clarity, Ethical grounding, Scalability by design, Technology sovereignty, and Inclusive deployment. Each pillar is accompanied by a detailed implementation roadmap and a set of measurable benchmarks that governments and institutions can adopt at national or regional level.
Speaking at the launch in Abuja, HTC Director-General Dr. Adaeze Okonkwo stated: "Africa will not be a passive consumer of artificial intelligence — we will be its architects, its governors, and its most thoughtful critics. The REST-AI Framework is our contribution to ensuring that the continent shapes the global AI agenda rather than simply receiving it."
Continental Endorsement
The Framework has already received letters of support from digital ministries in six African nations and has been submitted to the African Union Commission's Digital Transformation Strategy Secretariat for consideration as a continental reference standard.
